On level -1 on the airport of Brussels is a train station where you can find a train to Rotterdam. From Rotterdam you can take a train to Den Haag. Traveltime is about 1:15h

Non hi speed option (cheapest): 2:20h from airport to The Hague Central Station Part hi speed: 1:55h from airport to The Hague Central Station Sites you can use: https://www.nsinternational.nl/ (biggest train company, allows hi speed options) http://9292.nl/ (public transport) Both sites have English options. The train tickets you can buy beforehand. Note: trams etc require public transport chipcard. The "nsinternational" ticket you can use without that chipcard.
