This is the wrong example. We have never provide an older KDE release for a newer openSUSE release nor will we start providing this. It seems that you are happy with the KDE release that comes with the openSUSE release itself and this will be always an existing possibility. The KDE:Latest repository is only provided for those people that want to update to a newer KDE release than their openSUSE release is providing them with.
Nope, for oS 12.2 4.8 was the default version. I tried it, 4.9 and 4.10 and found 4.9 the best for my PC. Now 4.11 and 4.12 provide same bugs so I use default.
As an example: openSUSE 13.2 will be shipped with KDE 4.13 and will receive 4.13.x release through the maintenance process. If a person wants to remain with 4.13, then he/she doesn't have to do anything. However if the person wants to upgrade to KDE 4.14, then he/she only has to add the KDE:Latest repo.
