[opensuse-factory] .bashrc ignored, personal aliases not loaded

/etc/profile checks value of "$is" variable to decide whether it should source ~/.bashrc but this variable is reset in /etc/bash.bashrc before this check so condition is never true. /etc/profile checks value of "$is" variable to decide whether it should source ~/.bashrc but this variable is reset in /etc/bash.bashrc before this check so condition is never true.
