Well, for one: the NET CD is 200MB and the rescue CD is 500MB and they have nothing in common. So combining them makes it again hard to have it on CD.
In general combining media is something we can do - our promo DVDs are a combination of two live cds and an install system.
Is it not possible to just have one CD with same kernel, basic tools etc? I would think the installer is just a program running on a basic openSUSE... Could the installer not run on the rescue CD system? Also, for what I see, the rescue CD is very minimal, no CPU stress test, no smartmontools, test-disk, ... it seems pretty pointless and I would happily exchange the GUI for those tools.
