Why would it be against its purpose? Rescue is nice, but sometimes the only thing you can do is reinstalling, so why not put the installer in this image? A possible use would be trying to rescue data from a broken computer, fixing the hardware (e.g. new hard drive) and then reinstalling and putting backups and the rescued data back in place.
Well, for one: the NET CD is 200MB and the rescue CD is 500MB and they have nothing in common. So combining them makes it again hard to have it on CD. In general combining media is something we can do - our promo DVDs are a combination of two live cds and an install system.
