pandoc is 'only' a victim - the real issue being ghc-hslua failing to build.
I already approached its maintainer yesterday for this issue.

PS: for the record: pandoc is not a ring package and not considered 'critical' to block snapshots - like ~ 7000 other packages too. Currently, we have 210 packages failing to build, some for very long times. Thanks for reporting back, and actions
I would not ask pandoc as ring (a bit too much deps I guess).
