kernel-devel has the files necessary for building modules. kernel-$flavor-devel has the per-flavor configuration and symbol information. Thanks for the explanation. Does that also mean that kernel-sources is no longer required?
Yes. If you run into something that actually requires kernel-source, please report it. It's a bug.
