I think this might be a possible reason for your problem, yes.
The org.kde.activities QML module is contained in the package kactivities5- imports. So install that package if it is not installed, or reinstall it ("zypper in -f kactivities5-import", or "Update Unconditionally" in YaST) if it is already installed.
Apparently this is only recommended, at least I can uninstall it here in 13.2 without rpm complaining. If it is indeed the reason for your problem, the package dependencies should probably be changed.
That did it :). Wasn't sure. After installing kactivities5-imports, added "Activities Bar" to task bar and it still didn't respond to left-mouse clicks. So figured might need to restart kde, and logged out of the current desktop. But that didn't drop me to a login screen as normally happens, it put me into one of the two activities I have, Deskktop, and Graphics and I was able to switch back and forth using the "Activites Bar", which except for size is as handy as the "Pager" if one can assign "Key Shortcuts". I will make similar changes to my other boxes and advise. Tks much, appreciated. It wasn't a "simple" thing :).
