OK, a week and a half-dozen power cycles later, I've never seen the "unmount" problem again.
Philippe, thanks a lot for testing.
Clearly, turning "$RUN_PARALLEL" off solved it for me (but that's just a workaround, right ?).
As far as I know, everything should work with RUN_PARALLEL enabled, so yes, it is a just a workaround. Anyway, if this fixes your issue, it helps to find the root cause. CC:ing Rudi, our initscripts master ;)
This being said, re-reading the initial description by Peter, my problem now seems very different from his. Peter, can you confirm ?
Peter, could you please try to disable RUN_PARALLEL (in /etc/sysconfig/boot) and report if this makes any difference?
I searched for other bugs linked with RUN_PARALLEL, but I couldn't find any that matched the symptoms I saw. Petr, do you want me to file a separate bug about this ?

But this does not mean, that all of the filesystems are going to be unmounted cleanly. Sometimes, the /var and/or /home-partition can't be unmounted cleanly, because they have open files.

Yes - since I switched off RUN_PARALLEL, the partitions got always unmounted.
OK, so it seems disabling RUN_PARALLEL helps. Werner, could you please look into this? I think the following part of /etc/init.d/halt is interesting, however, I'm afraid I don't know how to debug this further. As already told: there is a wrong dependcy in the stop/kill order of the boot scripts. As I do not see the problem it is up on the reporters to report *which* order they are using. The stop order dependcies in parallel mode are described in /etc/init.d/.depend.halt I will try to gather the requested information and report back ASAP.

Q: is the sysvinit package on your 11.3 uptodate? Please note that my server runs OpenSuSE 11.2, not 11.3. But it's fully updated.
beside this are the package fuse, device-mapper, and lvm2 update? Here are the currently installed version of the listed packages:
