Indeed the Windows[tm] OS on your system may handle this well. The remainig
problem is that in initrd (the initial ramdisk) we do not know if or if not the
DST switch has been done for the CMOS clock by the Windows[tm] OS or the user
its self. As this is not documented by MircoSoft[tm] how this is done and
where to find the information about handled DST there is no way to use this
information in the initial ram disk initrd. The internal system clock of a
Linux kernel has to be in UTC otherwise the local time of the user space
(including the user space of the initrd) is not correct. The local time of the
user space is given by the /etc/localtime which provides the DST rules as well
as the timezone in reference to the system clock. This can be overwritten with
the environment variable TZ that is that it is possible for a specific user to
choose its own timezone on a server even if accessed over e.g. internet around
this planet.
In short: this may work for you but it does not work for everyone *and* it does
not fulfill the requirements of a Linux OS.
