I seem to have similar issue on 10.3.
I'm using Atheros-based WiFi PCMCIA card on my laptop (OpenSUSE 10.3, 32-bits),
latest madwifi driver (0.9.3.3).
Since I need different modes of wifi device at different times, I suppress
auto-creation of interface (options ath_pci autocreate=none" added to
modprobe.conf.local).
After system booted, I use wlanconfig ath0 create ... command to create
wireless interface in needed mode.
What happens is that every time the new interface is created,
the line with its name and MAC address is added to
/etc/udev/rules.d/70-persistent-net.rules.
So when I ran wlanconfig for the first time, it creates ath0 and adds
ath0 to persistent names. After I destroy the interface (wlanconfig
ath0 destory) and re-create it again, it creates ath1 with the same
MAC address. Next time it's ath2.
After some digging I found out that if I remove ath*| from "device whitelist"
in 75-persistent-net-generator.rules, the issue disappears.
