The above is indeed the case. From 'nut.spec' for nut-2.2.0-20:

Oops. We tell configure that the user running NUT will be a member of the
'uucp' group, but when the user is created, the group is set to 'daemon'. That
doesn't fly. I suggest to change to '--with-group=daemon' (this value is only
used in setting up the 'hotplug' and 'udev' rules).
