I haven't followed the openSUSE postgresql very closely, so I don't know why
the obsoletes tag is there.
my general feedback without having understood your problem is:
a) "provides" _adds_ a migration possibility
b) "conflicts" or "obsoletes" _enforce_ a migration
In general, the behavior of the update stack is to try as long as possible
without a migration.
In order to not break future updates, you need to make the old package names
either uninstallable, or make it require always the latest version of the new
packages.
Otherwise you're only able to do the update once and any further update would
not work anymore.
