From udevinfo (part of hwinfo in first attachment): The non-working keyboard has ID_SEAT property set to "seat-usb-pci-0000_00_13_5-usb-0_7". That's probably the reason why it's not used in Xserver; The default Xserver accepts only devices for "seat0" (which includes devices with undefined ID_SEAT).
The ID_SEAT "seat-usb-pci-0000_00_13_5-usb-0_7" comes from 058f:6254 USB hub. (Internal hub in the keyboard?) All devices under this hub have "ID_SEAT" set to this value. It's because the hub has property ID_AUTOSEAT set to 1.
