A different model (Enermax Aurora KB007U-S, hub, sound) works flawlessly. Might be related to Bug #780948. Interesting difference: KB009 shows up under hardware info/USB as an unclassified device (see screenshot) while KB007 seems normal. Hardware info also shows both as regular keyboards under Keyboard branch. Attachments: Screenshot, text output from hwinfo and lsusb (-v) packed into one file. From udevinfo (part of hwinfo in first attachment): The non-working keyboard has ID_SEAT property set to "seat-usb-pci-0000_00_13_5-usb-0_7". That's probably the reason why it's not used in Xserver; The default Xserver accepts only devices for "seat0" (which includes devices with undefined ID_SEAT).
The ID_SEAT "seat-usb-pci-0000_00_13_5-usb-0_7" comes from 058f:6254 USB hub. (Internal hub in the keyboard?) All devices under this hub have "ID_SEAT" set to this value. It's because the hub has property ID_AUTOSEAT set to 1.
