These are the two issues, IMHO:
* YaST incorrectly asserts that Windows is not installed
This can be addressed by removing the relevant text from the pop-up. Only
include this text during installation if Windows is truly not present. Simply
don't perform this test again, and don't tell me if Windows is present.
* The pop-up informs me that use of local time is broken
I have used local time for many years on a variety of distros, including
openSUSE. I have never had any issues with the time not being updated as a
result of daylight savings. I have never had backups fail, nor has the sky
fallen in on me. Either this is a regression and local time is now a broken
feature, in which case please fix it ASAP, or the text in the pop-up is
incorrect and is frightening the poor user for no reason, in which case, delete
this text.
The outcome of fixing both of these issues, is that a pop-up is no longer
needed. The user can choose either UTC or local time, and suffer no ill
effects. The check for Windows is not needed.
Aaaaand... we simply revert all changes back to 12.1 when everything worked :)
The only issue that I have ever had with dual-booting and CMOS set to local
time, is that Windows and openSUSE both update for daylight savings, and I then
have to fix it manually. But Windows has an option not to update for daylight
savings, and if you put this option in openSUSE as well, it will solve the
issue. You simply assign this role to the dominant OS and the other won't touch
it. It seems to me that somebody decided to arbitrarily disable updating in
openSUSE without giving the user an option to keep it the way it has been for
more than a decade. And then they wrote a scary pop-up letting you know that
openSUSE is now broken.
