Within the scheme of insserv/LSB there exist the optional service that is
if a service is installed *and* enabled by e.g. the rpm scriplet or by the
system administrator its location in dependency chain will be determind to
be started on next boot.
Now it seems that systemd automatically enables an installed service even
if not hard required but is only optional ... or is there a weaker choice
that is start a service if exist and enabled by the system administrator.
This would be a third level
first ... hard reqiurement that is a service has to exist and enabled
second ... weak requirement if a service exists just enabled it
third ... weaker requirement if a service exists and has beeen enabled
