It does not really say the use of local time is broken, but I agree it strongly leads user not to use local time...
This is correct and hopefully it prevent people from using local time in CMOS as the natural correct way is UTC as this is the only way to become the kernel to have the correct time reference standard which is UTC. It also avoids that the user has to correct twice a year the CMOS clock at Daylight Saving Time switch (Sommer/Winterzeit) *before* the kernel has booted the system and *before* the file system check and mount command do touch the root file system to avoid wrong time stamps [1].
