Well, solved. Some googling determined that Suse doesn't include libpopt.la in the popt.rpm for some strange reason. This is probably not the right way to deal with that, but I located a libpopt.la file on the web, downloaded it to /usr/lib64 and then changed the library path in it to /usr/lib64. Amazingly, it worked. The subsequent make and make install of xine-lib-1-rc3c went fine and Kaffeine now happily plays my DVD's. A big thanks to Paul Leopardi for the pointers!
