It depends.
If the code will be the same for SP2 and master there is no need for separate versioning. Keep the current scheme (3.1.214). This will make merging to master easier (no conflicts).
If the code differs in SP2 and master then add the 4th number in the SP2 branch (3.1.213.1).
I suggest to increase minor, so for master if it differs use 3.2.1 and for SP2 continue with 3.1.* stuff as some numbers are very high, like autoyast or bootloader
