WIP: support for low and high memory
* Requires Yast::Bootloader to support array of parameters.
* There is no way in the UI, in the CLI or via kdumptool to specify the high
memory yet, but the whole mechanism is in place.
* Includes a minor bugfix for CLI.

Fields for low and high memory in the UI
* For systems not supporting crashkernel=XXM,high the interface and behavior
stays as always
* For systems supporting it, it offers both fields
