Let 'make check-syntax' use local files (bnc#790490).
Makefiles can already specify YCPC_Y2DIR so that module compilation
(%.ybc: %.ycp) uses the working copy files and not the packaged ones.
This extends that to 'make check-syntax', invoked by 'make package'.
