Granted, these are KMS-related -- but I am about to experiment with KMS, as soon as I can get all of the dependencies lined up. Possibly I misunderstood the implication of those commits?
Neither xf86-video-ati nor xf86-video-radeonhd require xserver 1.7.x. xf86-video-ati KMS support requires xserver 1.6.x, but you can build against older xservers, you just won't get KMS.
