I vote for b because it has more flexibility and doing a could somewhere in the future eventually lead to problems we don't think about yet. and fixing it later when thoroughly used etc. will be awkward
Indeed - changing it now and changing it back again later would really confuse users. When this was designed it was done in a way that a. we would be able to uniquly identify outputs. b. provide useful information to the user. The uniqueness is relevant for the user so that he can use names for outputs (with xrandr). Internally (in the protocol) only XIDs are used.
