Option "ForceReduced"
should do the trick. It should work with RandR as well, but you never know.
forcedreduced doesn't work with randr enabled. (attached is the xorg.conf)
The modes are still called 1600x1200 (without 'R'), but reduced modes
should be allowed and automatically selected.
If this still doesn't work, please also post a logfile created with
-logverbose 7.
