Actually, it's usually determined by the operating system. Linux defaults to IPv6 when available. Of course, some apps can be configured to prefer IPv4. Also, it has nothing to do with countries. The world is moving to IPv6, though some countries are slower than others. Frankly, avoiding moving to IPv6 is head in the sand stupidity. IPv4 hasn't been adequate for over 20 years. I have been running IPv6 on my home network for over 10 years. Both my ISP and cell carrier (same company) provide IPv6. In fact, my cell phone is IPv6 only.
