No, site local addresses were. ULAs replaced them. Incidentally, when I was at my uncle's a couple of weeks ago, I noticed his modem/router was handing out ULAs in the fc00::/8 range. Those aren't supposed to be used yet, because they require some central registry to co-ordinate prefixes.
