Configure Desktop/Display and Monitor/Displays/Scale Display/Scale to set scale globally. However, this probably will not suffice if the DPIs of the monitors differ too much, e.g. one is HiDPI and the other not. In this case, check https://wiki.archlinux.org/index.php/HiDPI#Qt_5. The proper way to support such a setup unfortunately implies using Wayland, which supports different DPI for different displays; all other solutions I've tried are either buggy or barely work.
