This seems to be web site problem; package is built for 42.2 (and even 13.1 ...): https://build.opensuse.org/package/show?project=openSUSE%3ATools&package=webpin
I don't think so, all packages are found, but the openSUSE:Tools repo is not the distro repo and thus "unsupported".
software.opensuse.org shows even packages in home projects; why it ignores it in this case?
However, the indexes webpin uses could be updated soehow:

Which is correct - webpin is not part of 42.2, and this site probably indexes only "official" sources. Amusing that search for "pin" returns something like "statserial" or "remmina".
