Correction, found them, I was looking in the wrong place.
In /var/log/ntp, I see this on some systems:
1 Jan 01:08:16 ntpd[1896]: kernel reports leap second has occurred
This always worries me, as there are a number of links in the chain. And it seems any can insert a leap second.
