That's a function of your access control policy, and, as such, is no different from running under Linux. A file may be world "readable only", in which case a user can read it and make ("download") a copy and edit it, no, wait, he can open and edit it in place, but he cant write the result of the edit back unless he is owner or a member of the group and write permission. Its not an exact analogy; the user might have an account on the machine but the account doesn’t cover the group in question. Actually this is quite common; if you try editing the shell script '/sbin/mkinitrd' as a non root user you will find you can since it has permission -rwxr-xr-x. Something like VIM makes a temporary copy for the edit, but you can't write the rsult back unless you are root. Of course you might have more control or less with a web server.You can not only set the access controls within owncloud, you can set the .htaccess controls to prevent 'non members' to have access even if they have a valid URL. Of course what you define as 'non members' is up to you and how you set up the access control.
