I compile all our Windows software with MinGW on openSUSE 12.3. Having so many Windows compiles of libraries in OBS that I can install in the Linux file tree and use with MinGW has been so convenient, I hope they continue to build the 32-bit versions of the Windows things.
Unless I misunderstand you, I do not see how it is related to distribution. I have 64 bit 13.2 and I have MinGW for both 32 and 64 bits.
