I think you are mistaken. The GPS is there; the code is available. any coders have written Android/iOS applications based on it. What you are asking for is really open MAPS and yes they do exist. Just pulling up darktable -- a Linux application -- as an example to see the maps for the GPS values embedded in some photos I see OpenStreetMap MapsForFree OpenCycleMap and more.
