'dict.conf' is the client configuration. 'dictd.conf' is the server configuration.
You can have a local server, that is queried by your local clients:

database jargon { data "/usr/lib/dict/jargon.dict.dz" index "/usr/lib/dict/jargon.index" access { allow * } }
I don't have the dictd service installed, but I did once and I still have the config laying around. I even have the dictionaries, from 2005. It made sense with slow internet.
Thanks for the clarification and examples, Carlos! dict is one of those very useful utilities that I'd lost track of sometime around the GNOME2-GNOME3 transition ... when I moved back to KDE(4).
