Rate limiting is normal, any/all major sites and services are that you'll get more speed, that web browsing will fly. On the fine print they say that speed will depend on the sites I visit, though.
I suspect you're talking about different things. You're talking about what you get from your ISP and Adam is talking about what the servers you connect to will allow. Quite different things. Don't forget, if it's a popular site, then there may be several other connections at the same time as yours.
