You need to look in /usr/lib/tmpfiles.d/tmp.conf which is what is used by default.
Doesn't sound like the right place for config files? I wonder if /etc/tmpfiles.d is read in addition.
Irt seems that the /usr/lib are the installed default and the /etc are
the over-ride/localization

override files with the same name in /usr/lib/. Packages should
