sure it can be on one monitor if you manage to split the monitor so 2
X servers can run (and be active) at the same time and both users have
their independent session.

Don't know the exact definition but I would call it multi-seat when 2 persons are working simultaneously with 2 keyboards on same machine. Doesn't matter if each of them has two, one or only a half monitor.
