I've looked at both, they look quite similar except for the language, otherwise just an empty welcome page

It's something about UTF8 characters in the URL, dunno what.
Anyway, I see it now. I guess anyone can edit a wiki page?
The page exists, and says "Struck by The Horse" among other things like asking where the security is (on the original edit). Don't know why you're having problems seeing it.
As you say though, it's just a Wiki page, so it can be rolled back, or edited/corrected. Someone has started editing the content.
Whoever "Horse" is, he's a goof and has no clue what a Wiki is, or is just trolling for "fun". Someone from the Czech community can easily put it all back to it's original content.
