I suspect that this will happen *if* you did not set Windows to auto adjust for daylight saving time. If you do not have it set in Windows then in YaST you will have UTC selected and if you try to alter this then YaST "complains".
How would yast know if you adjust or not for daylight savings in Windows? There is no way to do that, except perhaps by reading the regedit data...
