Ater kind help, I deciding to see if the problem lay with network configuration on computer " B", I compared "A" and "B" and can only remember that I dis-allowed ipv6 address on "B", the failing machine. That computer was then ,when tested, able to reach the pages of www.opensuse.org. I assume the change was the solution but still harbour a suspision that something has changed at the web site.
if you -really- believe that, then it's easy enough to check -- turn ipv6 back on and try to connect again. but since a. you DID change something and it started working b. you always had one machine on the same NAT'd network that could get there. c. nobody else had issues similar to yours. d. large websites don't just randomly make changes to block people. at least not normally.
