Why should it? Its NOT the same, that's the whole point of IMAP: Its not pop. If it was the same there would be no point in switching.
Moot point, but does the user care much whether it is one or the other protocol? No, he doesn't - therefore it ought to work the same for the user. In this case: start a new reply, save a draft, pick it up again later, complete it and send it, saved draft gets deleted. Why should IMAP or POP3 influence that behaviour?
Use Tbird to change your drafts folder to local storage.
