As Carlos explained, ntp doesn't know anything about hardware clock. The CMOS hardware clock's clock, time is transferred by boot.clock to the system hardware clock. ntpd only works with the system hardware clock, not with the battery-buffered CMOS hardware clock.
And we do not all live in that timezone.
Per and I are from Europe as well, and it works at our installations.
