Perhaps it gets a chance to change when the system is on all the time. A laptop or otherwise non-stationary system tends to be on and off all the time. Perhaps ntp never gets a chance to re-check for a better server.
Hmm, yes, that is possible - said in another way, it never has a connection for long enough to establish a solid connection to the time source.
