[opensuse] Updating DVB-T configuration file for Paris area

I have noticed that the configuration file for DVB tunner for Paris area, found in this location: /usr/share/dvb/dvb-t/fr-Paris is too old and needs to be updated. I have been able to do so and I would like to propose to change the old settings file.
