[05-19-11 12:13]: That's half what the bug is about. The effect of shift/ctrl/alt with F[3,4,5,6] shouldn't depend on whether you're in or out of X, or what runlevel you're in. Edit current name shouldn't be Shift-F6 in X and runlevel 1, while Shift-F4 does the same thing on the ttys in runlevels 2-5 and Shift-F6 wants to delete current.
