step 1: developer submits to open a new documentation from a central manpage project maintainer/moderator.. or what ever we would call that person

Maybe there is a project like this out there but I have not found anything of real value in my searches. If we were to do something like this with the openSUSE community as a real community effort I think it could be really helpful.

It may not be exactly what you want, but it is as close as you will find I suspect.
Once there, if you want to see new features, propose them.
Our own JDD is the head maintainer or some such of that project, but I don't think the project is very active currently.

Hi, I'm trying to maintain a similar project; it is already running for some time but due to lack of time on my side it is updating very slowly (I plan to give it some love the next week as a part of my HackWeek efforts).
