Every IPv6 capable device automatically gets a link local address that starts out with FE80 and includes the mac address. However, the mac address is split into two parts, the first 3 bytes, which correspond to the manufacturer, then FFFE, then the last 3 bytes, which are the manufacturers sequential number for the NIC. The FFFE is used to fill out the 48 bit mac address to the 64 bit subnet address.
