You can't move an icon from one display to another. I like to have icons for frequently used programs in the periphery of my desktop so I can start them with a single click. The only way I've found to put them on the desktop is to put them into the application launcher menu and send them to the desktop via right click. That means an application launcher has to be in a panel on each screen in order to put the icon on the appropriate screen.
Well I guess I should have looked at the KDE web site. Setting the desktop activity to 'Folder View' solves most of the icon problem.
IMHO KDE 4.4 needed to move to qt4, but they've spent a lot of time on glitz. It still has a long way to go to be as functional as 3.5
