That would be Help:Portal, but in general navigation between portals should be self documenting (intuitive). IMO, if it has to be explained then it is failed design.
Also, as you move to the different Portal:xxx pages, the menu of other Portal pages on the sides change in a not-so-very-useful (to me anyway) way. I did not note any logic to it. Other Portal:xxx pages came and went. So you could get to other Portal pages sometimes from the links on the right, and sometimes only by navigating back to some other page that had the Portal link you want.
It should be always from the links on the right and those links should be always in the same place. I like to have that navigation right at the top and that is how I change portals when I have time. Problem is that there is related content that should go first and then all other places that visitor may want to see, and of course there is always something else that is "the most important" for the particular topic. There are also design issues that are not solved and I hope that we will do that before a lot of content is added :) (Otherwise only scripts will help us to fix problems.)
