I would think you only need IPv6 on the internet side net card and not the internal ones, maybe thats the reason,maybe I am wrong.
No, it should be on all NICs. On my notebook, I have link local IPv6 addresses on both ethernet and WiFi NICs as well as a loopback IPv6 address (::1).
